Dear members of the Global Network of Basins Working on Climate change adaptation, dear colleagues,

After a long period of silence we are contacting you again, now with regards to the upcoming 21-st Conference of the Parties to the UNFCCC (COP21) in Paris. As you might know, one of the main meeting outcomes will be the Lima-Paris-Action Agenda, a collection of concrete and tangible commitments on climate change adaptation and mitigation which is jointly led by the Governments of Peru, France, the Office of the United Nations Secretary-General and the UNFCCC.For more information please see: http://climateaction.unfccc.int/aboutlpaa.aspx

Due to the centrality of water for climate change, the International Network of Basin Organizations (INBO) in cooperation with partners, including UNECE, have developed a document calling for action on climate change adaptation in basins – the Paris Pact on water and adaptation to climate change in the basins of rivers, lakes and aquifers. This non-binding document includes a description of the context and general principles for climate change adaptation in basins, a list of commitments and an annex with a template to present concrete project(s) in this field.

The Pact and its results will be presented at the "Action day on resilience to climate change" on 2 December 2015 at COP21 in Paris which will include half a day on water and climate change adaptation.

Representatives of governments, international organizations, donors, national and transboundary basin organizations, local authorities, the civil society and companies are invited to sign the Pact by 20 November by email as described at the end of the Pact. However, if you are attending the seventh Session of the Meeting of the Parties to the Water Convention (Budapest, 17-19 November 2015) we would like to invite you to sign the Pact during the side event "Climate change adaptation and flood risk management in transboundary basins" scheduled on Thursday, 19 November 13:30 - 14:45.

Please find attached the Pact in English, French and Russian. We would like to thank all those who have already signed it and encourage all others to let us know by 5 November 2015 whether your country or organization is interested to sign the Pact and if yes how (by email or at the side event in Budapest, if you will attend it.). If you require additional information or clarifications, please do not hesitate to contact INBO or us directly.

Finally, we would like to inform you that the next meeting of the global network of basins/ the next global workshop on climate change adaptation in transboundary basins will take place in Spring 2016.

Looking forwards to hearing from you, thank you and best regards,

Sonja Koeppel, Anna Kaplina and INBO colleagues
