The general aim of the project is to support SOGED in carrying out an analysis of governance practices for water and sanitation services and water resources in its area (Mali, Mauritania, Senegal), with a view to developing initiatives to strengthen consultation at regional level. These actions will aim to make integrated water resource management (IWRM) policies and strategies more operational in the Senegal River basin at the various planning levels and to structure relations with users more effectively.

  • Identify two local authorities (1 in Senegal, 1 in Mauritania) and draw up an inventory of water governance (Resources / Uses),
  • Consult the key players involved in IWRM in the region to find out about their role, initiatives, projects and organisations in relation to government departments; collect their needs,
  • Analyse the information and testimonies gathered and produce 2 maps of the target communes,
  • Consider coordination mechanisms at several levels: SOGED, local authorities, water ministry departments, user associations, etc.
  • Share the information gathered during a workshop with stakeholders from these 2 communes in order to consolidate the diagnosis, formulate proposals for pilot actions, consolidate the diagnostic report and summarise the recommendations made during the workshop,
  • To select one or more project leaders to implement the pilot actions, and to support them in their search for funding and start-up (advisory support).
